Accountability and Benchmark Assessments AccountabilityEvery school and school district that accepts public funds is held accountable for student learning through the Standardized Testing and Reporting (STAR) program. Schools and districts are measured in two accountability systems.
The state Academic Performance Index (API) scores are calculated and measure student performance on standardized tests administered in the spring in Language Arts, Mathematics, Science and Social Science. Each school and each district receives an API score between 200 and 1,000. The goal for all schools and districts is to have a score above 800.
The federal Adequate Yearly Progress (AYP) system requires that schools and districts have a specified percentage of students scoring at or above grade level in Language Arts and Mathematics or meet defined growth targets in each subgroup for an increase in the percentage of students performing at or above grade level. These proficiency benchmarks must be exceeded overall and within all subgroups of students.
LEUSD in the State and Federal Accountability Systems
The Lake Elsinore Unified School District has become one of the premier school systems in the state of California in the area of student achievement. In 2011, LEUSD had a district API of 833. All elementary schools scored well above 800 in 2010 and eight schools exceeded an API of 900. All middle schools exceed an API of 800 and Elsinore HIgh School became the first LEUSD comprehensive high school to exceed the 800 mark. Tuscany Hills Elementary (API 959) was the top performing school in Riverside County for the second consecutive year. The district has exceeded all AYP proficiency benchmarks for five consecutive years.
In April, 2011, the award winning schools of LEUSD earned the distinction as the overall top performing school district in the state of California by an Education Trust – West analysis of the 146 largest school systems. The report analyzed school districts on a variety of measures, including overall student performance, achievement gap between subgroups of students and graduation rate.
District Benchmark AssessmentsIn order to measure student learning and provide all students with the best opportunity to succeed, LEUSD conducts district-wide benchmark assessments. These assessments, given to all students in Grades 1 through Grade 12 measure student mastery of the California state content standards and provide teachers, parents and principals with detailed information on student learning and provide data to drive classroom instructional practices. The data are also used to identify teachers who have developed “Best Practice” strategies to ensure student learning. Teachers from around the district are brought together to collaborate with colleagues from other school sites in Cross-Site Collaboration meetings and share lessons and ideas that are proven to be effective. Best Practices Spotlight Teachers in LEUSDEach month the LEUSD recognizes teachers from each grade level who have developed “Best Practice” lessons to ensure students master the content standards, based on student achievement data. These teachers are asked to submit their strategies and materials to be posted on the LEUSD Best Practices web site, so that others may access and utilize their materials. Benchmark Standards
The Lake Elsinore Unified School District administers four district wide benchmark assessments. Each assessment covers the California state content standards that students are expected to know and demonstrate mastery of during each benchmark period. The different benchmark periods are assigned a color-coded name related to the season and holidays near the time of the scheduled benchmark – Orange in the fall; Green in the winter; Pink in February; and Yellow in the spring.
The results of the district wide benchmark assessments are used by students, parents, teachers and administrators to make informed educational decisions, share best practices, and ensure that all students will learn the state standards at their grade level.
